This privacy policy describes the privacy practices for the websites operated by F and B Publications Inc. and certain subsidiaries, including this website (the “websites”).

INFORMATION COLLECTION AND USE.

We gather two types of information: (1) personally identifiable information that you supply voluntarily when you register for interactive services, order other products or services, or enter certain other areas of our Websites as noted below in this Privacy Policy and (2) aggregate tracking and site usage information that we gather on an anonymous basis as you access our Websites. Your provision to us of any information through our Websites, or through other sites that link to our Websites, is deemed your agreement to this Privacy Policy. It is our policy to use the personally identifiable information we acquire at our Websites for internal business uses only and to provide products and services to you that you ordered. We do not authorize your personal information to be used by a third party (other than our service providers as described later in this Privacy Policy) without disclosing that intention and receiving your consent, except as described under “Legal Matters” below. We maintain security measures to keep this information private.

PERSONALLY IDENTIFIABLE INFORMATION.

Anyone can access our Websites, but there are certain areas and services that require registration or provision of certain personal information if accessed, such as by way of example: entering premium content areas,signing up for email newsletters, promotions, contests, sweepstakes or special offers, or participating in reader forums, message boards, chats and reader surveys. If you choose to use such areas, we will ask for certain personally identifiable information, which may include name, mailing address, valid email address and other personal information. In the event of a change of control of F and B Publications or any of its subsidiaries (such as through a merger or sale of equity) or in the event of a direct or indirect sale of any Website through a sale of assets, liquidation or other transaction, any personal information of users of the affected Websites in our possession will be transferred to the new company as part of the transaction. We are not obligated to notify Website users of any such transaction. You may always change or delete your information or opt out by contacting us as provided below, or if the acquirer posts a new Privacy Policy with new contact information, you may change or delete your information or opt out by following any new instructions that are posted.

AGGREGATE INFORMATION

If we gather demographic information from you (for example, your age, education level or household income), we will not share that information in a manner that identifies you as an individual with any other third party, unless we let you know that at the time of collection and you consent by providing the information. When we share demographic information with third parties, we will give them aggregate information only, unless you have consented otherwise, or unless otherwise required by law, government action or legal process served on us.

Occasionally, we use “cookies” to store pertinent user information during a session. Cookies are small pieces of information that are stored in a designated file on your computer. CHILDREN’S ON-LINE PRIVACY INFORMATION

These Websites are not intended for use by children under the age of 13. We do not knowingly collect information from children under the age of 13 although certain third party sites that we link to may do so. These third-party sites have their own terms of use and privacy policies and we encourage parents and legal guardians to monitor their children’s Internet usage and to help enforce our Privacy Policy by instructing their children to never provide information on our Websites without their permission.

Involvement of parents: In accordance with the provisions of the Children’s Online Privacy Act, in the event that we do begin collecting any personal information or data from children under the age of 13, we will notify parents first, and will seek parental or guardian consent to collect, use and/or disclose certain personal information from children under the age of 13. A parent may review and have deleted their child’s personal information, and may refuse to permit further collection or use of their child’s information by contacting us as noted at the end of this Privacy Policy. Parents may consent to our collection and use of their child’s personal information without consenting to the disclosure of that information to others.

OUR COMMITMENT TO DATA SECURITY

We have put in place security procedures reasonably designed to safeguard and secure the information under our control, and we follow generally accepted industry standards.

Although we will exercise reasonable care in providing secure transmission of information between your computer and our servers and in storing that information on our systems, no method of transmission over the Internet, or of electronic storage, is 100% secure. So we cannot ensure or guarantee the security of any information transmitted to us over the Internet.

This Privacy Policy solely applies to information collected directly by the Websites. Our Websites may contain links to other web sites. Please be aware that we are not responsible for the privacy practices of such other sites. We encourage users to be aware that when they leave our Websites for another site, even if through a link, they should read the privacy statements of each and every web site that collects personally identifiable information. The provision of external links to other websites is a common practice on the Internet and it in no way indicates that we endorse or approve the linked company, or its products, services or website.

CHANGES OR UPDATES TO THIS PRIVACY POLICY.

We may modify this Privacy Policy at any time, so please review it frequently. We will post any changes on the Privacy Policy page of the Websites, but we have no other obligation to notify you of such changes. We indicate the date of the current version of this Privacy Policy below, so you know when it was last updated. Any changes will affect all of the information we have previously collected from you, as well as the information we collect after such changes, and may include without limitation additional uses or disclosures of your information. If any of the changes represent a material change that expands our use of personal information, the changes will be posted at least 30 days prior to taking effect and we will post a prompt on the home page of our site for users to review the new privacy policy. For more than 20 years, Up & Coming Weekly has been Fayetteville's, Fort Liberty's and Cumberland County's leading and most trusted community weekly newspaper. This "free" N.C. Press Associated weekly provides an entertaining and unique format for local news, views, opinions, art and entertainment venues that defines Fayetteville, Fort Liberty and the Cape Fear Region community. Up & Coming Weekly provides local area businesses and organizations an effective, dependable, professional and cost-effective media resource for marketing, advertising, promoting and branding their businesses and organizations. 

Up & Coming Weekly is much more than a weekly newspaper. Since it's creation in 1996, the mission and focus of the publication has been to accentuate and illuminate the quality of life enjoyed here in Cumberland County. As an established and trusted community newspaper, Up & Coming Weekly's mission has never been to be the center of controversy or negativity, but rather to bring forth a dependable and aggressive media source that is free and publicly accessible that serves as an open forum for local news and expressing opinions on issues and events that are deemed relevant, important and vital to the community. This unique concept and format keeps the content fresh, relevant, fun and always exciting. It also keeps readers coming back week after week. 

Up & Coming Weekly is one of three publications created by parent company F&B Publications. The others include Kidsville News!, a popular nationwide children's newspaper and educational resource created in 1998 and a local community directory, Up & Coming Weekly Pocketguide. Together, these three publications are referred to as "publications of purpose." If there was not a need or purpose for them in the community, they would not exist. All three publications were conceived and created by owner and publisher, Bill Bowman. 

HISTORY 

Bill Bowman established F&B Publications after purchasing the naming rights of a bankrupt magazine (Up & Coming) in 1996. He executed an idea and dream that was 9 years in the making. The company has since grown and developed into an icon of community pride. Dedicated and respected, Bowman's company has proven to be effective, profitable and a highly respected media company serving all communities throughout Cumberland County. Up & Coming Weekly is a highly recognized award-winning publication that holds membership in the North Carolina Press Association, Southeastern Advertising Publishers Association, Independent Free Papers of America and AFCP Leadership Institute. Bowman has served as a board member for each of these industry associations. 

THE MARKET 

Today, Up & Coming Weekly is the company's flagship publication and serves a community of more than 310,000 residents — a community that stays in a constant state of resident turnover due to the nature of our large population of active duty military personnel. Fort Liberty is the home of the 82nd Airborne Division and United States Army Special Operations Command. It is one of the largest and fastest growing military installations in the United States with more than 50,000 active duty soldiers assigned to the post along with their families. The post also employs 14,000 civilian workers. Fort Liberty continues to grow and as a result of BRAC (Base Realignment and Closure), the United States Army Forces Command (FORSCOM) completed its relocation to Fort Liberty in 2011. This brought thousands of additional troops, high ranking officers, businesses, civilian jobs and contractors to the area. This growth is having a significant and positive impact on the local economy and community. More than 30 percent of Up & Coming Weekly newspapers are distributed to Fort Bragg, Pope Army Airfield and Spring Lake. Up & Coming Weekly is the local resource that soldiers and their families turn to and trust for information about businesses, events and happenings in the Fayetteville/Cumberland County community. 

The revitalization of Fayetteville's Historic Downtown district is creating exciting and ongoing interest and economic growth in the development of downtown Fayetteville. It is quickly becoming a popular destination point for shoppers, diners and art and antique lovers, as well as businesses and organizations that enjoy urban settings and lifestyles. 

Up & Coming Weekly enjoys an audited* readership of more than 26,000 weekly. It is 100 percent demand distribution and delivered every Wednesday by carriers to more than 500 locations throughout Fayetteville, Fort Liberty and Cumberland County. Up & Coming Weekly is also available has a "free" subscription of the electronic online "Early Bird" edition.
